You'll find that these are not bound for Australia, rather Central Asia!

These are GT46PAC class EMD locos for export with 16-V-710G3B-EC power plant. Indian Railway was the first customer and many examples of these are running in India. Here is an example: http://railpictures.net/viewphoto.php?id=52382

Actually unit is for Algeria passenger service and is a GT36HCW. EMD has no need to send a GT46PAC to Pueblo as they have been in production and service for a number of years.
