Since this is one of those 5000 gallon fuel tank monsters purchased that way when this unit was EL, where did they put the air tanks?

The air tanks were relocated to the empty space below the radiator area. You can see the louvers added as part of this relocation under the rear radiator screens (highlighted by the sun) in this photo: http://www.railpictures.net/viewphoto.php?id=105118
