Saw this train on the Rochester Sub in Lyons, NY on 9-24. R439 was also detouring. Anybody know why?

Trackwork on the Riverline. You should have seen the 5266 leading though. The power was run around the train somewhere. Those Cement Trucks were the last car on the train Sunday!!
