Is that not a new paint job? It does have the yellow stripe at the bottom, the wings and the lightning bolt. When did they stop putting the flag on the side?

UP only puts the flags on the brand new units

It is a new paint job on a Dash 9. This scheme came out in 2000 when the early SD70M were new arrivals.
The yellow stripe was probably put on when the unit got repainted. The frame tape has to now be white or yellow.
The flags were never put on Dash9s.
