what are the 4 tracks on the right for? It looks like hepler loco storage, is there a steep grade around there?

I'm not sure what exactly those tracks are for. There is a helper district to the northwest to get trains up Crawford Hill near Crawford (NE), but the helpers used for that aren't based out of Alliance.

The helpers for Crawford Hill are based out of Crawford. They assist the coal trains as well as the Betonite Clay trains that BNSF interchanges with DME and Nebkota at Crawford.

Yes I believe that those four tracks are for helpers if not maybe car storge

Those trackes are motor storage tracks. They are used for the hostlers and engineers to put there power after a long trip when here is no room in the locomoitve shop area. Wokred in Alliance alot and believe me you come to enjoy hearing the yardmaster say power to the tracks and not to the pit. Hope that helps :-)
