The pole in the photo is used by the lumber plant across the street (behind the engine). They load bulkhead flat cars with lumber and according to OSHA rules, people on top of cars need to have a tether (for lack of a better word) to themselves and the cable so they dont fall off.

If one looks close, the Penn Central lettering can actually be seen just behind the door on the middle of the locomotive.
