Ten years ago, the Mississippi River and its northern tributaries took in more rain than they could handle. In Cedar Rapids, the CRANDIC tried to forestall disaster to their mid-town bridge by loading it with rock-filled hoppers in an attempt to stabilize the bridge against the rising torrent. Once the water level reached the bridge, the lateral force was too much, and the whole deal collapsed, hoppers and all.
