At the time of this picture B&O had lost the mail contract and this run had been cut back to Parkersburg. So that is the explanation for one coach and one E unit. The thing that no one saw coming was CSX abandoning this line completely especially after spending millions day lighting all of the tunnels. Between 1971 and 2001 the winds of change blew heavily down the valleys of West Virginia.

Baltimore & Ohio Long-Distance Passenger Trains

In its heyday, B&O ran passenger service from Jersey City to Washington, Chicago and St. Louis. But it couldn't compete with the Pennsylvania or New York Central. By the time Amtrak was formed, its trains were a shadow of their former selves.
